OPEN COMPETITION: The plan includes a level playing field for ALL data vendors.
All vendors will be able to comply using a non-proprietary, standard ASCII transaction file. Within the function of the Subcommittee meetings, two vendors offered to assist in completing this project.
EMS Data Systems, Inc. is the data vendor for the Illinois Department of Public Health. IDPH is working with them to accept uploads from the EMS-hospital resource hospitals. Visionary Systems, Inc.,
developer of the Firehouse Software product line, constructed the draft
electronic State Transaction File at no cost . We acknowledge Jason
Trotter and the developers at Visionary Systems, Inc. for their efforts. There are no royalties, licenses, or proprietary restrictions on the use of the format once accepted and certified by IDPH.
If the data trials exceed normal testing process, a fee will be imposed by the
vendor per IDPH.
CERTIFICATION: Each EMS system will be required to certify their data
(in the new format) with IDPH and/or their vendor. This will be at no cost
initially if the data is tested and declared "compliant". IDPH has
contracted with EMS Data Systems, Inc. to coordinate the
data testing and vendor approval.

technical questions. DO NOT DEPEND SOLELY on the data on this web page for final
product release. You NEED to contact
EMS Data Systems, Inc. who is IDPH's
vendor for testing, certification and technical assistance.
